David Rubin MD, MSCE
David Rubin was a founding co-director at PolicyLab. He now serves as the executive vice president of health for the University of California (UC), where he engages with leaders across the UC campuses to collaborate on health professional sciences education and clinical care delivery, improve population health and community access, address key public health policy issues, support enterprise-wide data analytics and digital innovation and improve systemwide efforts that promote financial stability.
In his tenure at Children’s Hospital of Philadelphia (CHOP), Dr. Rubin also served as director of Population Health Innovation and was a practicing primary care pediatrician. At PolicyLab and as a professor of Pediatrics at the University of Pennsylvania, Dr. Rubin authored more than 120 manuscripts spanning peer-reviewed research, policy analyses, and edited chapters in prominent pediatric texts, including seminal manuscripts in JAMA, Health Affairs and Pediatrics on quality of health care coverage and access for children in low-income families and the delivery system interventions that can return value for public health programs. Additionally, he was one of the lead investigators on PolicyLab’s COVID-19 forecasting model, known as “COVID-Lab: Mapping COVID-19 In Your Community,” which tracked coronavirus transmission and test positivity rates across all U.S. counties, and provided four-week case incidence forecasts for more than 800 counties with active outbreaks between April 2020 and February 2022.
Dr. Rubin holds a bachelor's degree from the University of Pennsylvania, a medical degree from the University of California, San Francisco, and a master’s degree in clinical epidemiology and biostatistics from the University of Pennsylvania. He also completed a residency in pediatrics and a fellowship in child maltreatment at CHOP.
